cities without snow

NPR reported about a kids contest to build a city that can handle snow well. Among the cutest I found:
The city in Texas - there's no snow, so there's no problem.
The roads that are heated.
The roads that rotate on their axis so that the snow can go under the road into the canalization and melt.
The best one though is this little girl who said that in her city roads are not necessary and that people are teleported from one place to another. How cool is that?! Any ETA?
